What does "Custom Tuning" mean?

The term โ€œ๐™˜๐™ช๐™จ๐™ฉ๐™ค๐™ข ๐™ฉ๐™ช๐™ฃ๐™šโ€ gets thrown around quite a lot but what they actually mean seems to vary wildly! It could be;
